On December 30, 2018, The Daily Progress published a report titled, "Charlottesville Police Department seeing a 'mass exodus'. The report noted multiple reasons that police officers were fleeing employment in the city of Charlottesville. Among the stated reasons was a claim that police officers are under-appreciated and "routinely verbally assaulted" per Chief of Police and mega change agent RaShall Brackney. On January 4, 2019, WINA radio host Rob Schilling filed a FOIA request for data on how widespread this issue was. On January 8, 2019, the city responded to Mr. Schilling, and classified the evidence of the alleged routine harassment of police officers as "criminal investigative files", and stated that the evidence was being withheld entirely.
